Insight - Space Security Discussions

One of the major issues affecting the long-term sustainable use of space is the security and stability of the space environment.  Given space’s increased importance in ensuring national and international security, losing access to or the use of space can be greatly destabilizing.  Traditionally, discussions on issues of international security have taken place in formal multilateral fora such as the United Nations (UN) Conference on Disarmament, but those discussions have not made any real progress on the issue of space security and stability.  Hence, it is helpful to host conversations either alongside multilateral fora (to insulate them somewhat from the geopolitical constraints preventing real forward movement there) or have conversations among like-minded nations where there is an increased potential for coming to a common understanding of the best ways in which to ensure the sustainable and responsible use of space. 

Along those lines, SWF co-organized several conferences this spring to foster conversations on the future of space security and stability and how to best create agreement on norms of behavior that will lead toward the responsible use of space. Read more here

Announcements


UN COPUOS Adopts Long-Term Sustainability Guidelines
During its 62nd session, the Committee on Peaceful Uses of Outer Space (COPUOS) adopted a preamble and 21 Guidelines for the Long-term Sustainability of Outer Space Activities of the Committee on the Peaceful Uses of Outer Space. Also at this session, the Committee decided to establish a new Working Group to continue work on the long-term sustainability of outer space activities. This is the result of a nearly decade-long effort by a Working Group of the Scientific and Technical Subcommittee, formerly chaired by SWF Executive Director Peter Martinez, with support provided by the United Nations Office for Outer Space Affairs (UNOOSA) and experts from a wide number of member states.

2018 Annual Report
SWF is pleased to announce the release of our 2018 Annual Report. The Annual Report provides an overview of Secure World Foundation’s work last year and offers further details on the 120 projects and activities we completed in over 20 countries on six continents.

SWF Welcomes Elizabeth Blevins and Announces Changes to Ops Team Staffing
Elizabeth Blevins is the Colorado Office Coordinator for Secure World Foundation and Executive Assistant to the Executive Director. She is responsible for managing the Colorado office as well as coordinating all aspects of Dr Martinez’s schedule.  Nicole Nir, formerly Operations and Communications Manager, transitioned into a new role as Human Resources Manager, while Jihan Asher assumed a full-time role in our Washington Office as DC Operations and Communications Associate. 

SWF Young Professional Scholarships for IAC 2019
The application deadline has passed. No more applications are being accepted at this time. We thank all applicants for their submissions. SWF staff are reviewing the submitted materials and will announce the winners in the August 2019 newsletter.

Josh Wolny Wins American Astronautical Society's Molly K. Macauley Award
Project Manager Josh Wolny was selected as one of two inaugural winners of the American Astronautical Society's Molly K. Macauley award. Mr. Wolny will present his paper on Policy Challenges to Addressing the Space Debris Threat at the John Glenn Memorial Symposium on July 11 in Cleveland, Ohio.

Indo-Pacific Space Cooperation
​The US-India and US-Japan Business Councils, along with the Secure World Foundation, jointly hosted a briefing by the State Department's Science Envoy for Space, Charles Frank Bolden Jr., to discuss his recent visits to India and Japan, where he engaged with government officials and industry about Indo-Pacific space cooperation. He discussed US Government plans to promote commercial space internationally, as well as efforts for the upcoming US-India space dialogue later this year. Secure World Foundation's Washington Office Director Victoria Samson moderated a discussion following the briefing by Gen. 5th PSSI Space Security Conference, “Evolution of the Counterspace Threat and Strengthening of International Space Partnerships”
The Prague Security Studies Institute (PSSI) convened in Prague the fifth event in its Space Security Conference series, with opening remarks by Dr. Martinez. Washington Office Director Victoria Samson moderated a panel on the "Evolution of the Counterspace Threat," and Space Law Advisor Chris Johnson also attended the event. SWF Hosts Summit for Space Sustainability
Secure World Foundation hosted the Summit for Space Sustainability at the National Press Club in Washington, DC with over 200 attendees. Keynote speakers included NASA Administrator James "Jim" Bridenstine and Kevin O'Connell, Director of the Office of Space Commerce at the U.S. Department of Commerce, Iridium CEO Matt Desch, and Dan Hart, Virgin Orbit President and CEO. Panel discussion topics ranged from commercial space to national security to space traffic management. SWF Moderates “AI for Space” panel at AI for Good Global Summit in Geneva, Switzerland
SWF Director of Space Applications Programs Krystal Wilson moderated a panel on universal access to space and data as part of the Space Track at the AI for Good Global Summit in Geneva, Switzerland. This series of panels looked at the areas where AI techniques can be applied to space datasets in order to accelerate progress towards the Sustainable Development Goals but also the increasingly integral role that space and AI both have in protecting our planet and generating benefit for all humankind.

SWF Participates in C4ISRNET Conference on Commercial Space
Ms. Samson participated in a panel discussion on "Capitalizing on the commercial space renaissance" at the 18th Annual C4ISRNET Conference in Arlington, Virginia. The conference featured senior-level, government and industry leaders as they discussed the new tech, tactics and data that will help create a more complete view of the world for the Department of Defense. The event focused on new strategies and capabilities in mobility, command and control, communications, cyber, unmanned systems and sensors, networks and geospatial intelligence. Mr. Johnson attended and presented at the Geopolitics and Global Futures Symposium in Geneva, Switzerland. Overcoming Legal, Policy, and Economics Challenges for Removing Orbital Debris
Director of Program Planning Dr. Brian Weeden gave a presentation on overcoming legal, policy, and economics challenges with active debris removal  (ADR) as part of a workshop on the "Economics of Space Debris" in Montreal, Canada. The workshop, co-organized by the Organisation for Economic Co-operation and Development (OECD), the Canadian Space Agency (CSA), and the National Aeronautics and Space Agency (NASA), brought together international experts from governments, academia, and industry to discuss the challenge of orbital debris.
