Insight - Announcing the Summit for Space Sustainability

Secure World Foundation is pleased to announce the inaugural Summit for Space Sustainability, which will be held in Washington, DC, on June 25-26, 2019.

The space sector is currently experiencing rapid growth in both the number and diversity of space actors. This change is driven by commoditization and globalization of space technologies, increased public and private investment in space, and growing awareness of the value of space for security and socioeconomic benefits on Earth. The increase in the number of stakeholders benefiting from space systems has exposed the challenges that existing legal, policy, technical, and operational regimes face in ensuring the long-term sustainability of the space environment.
 
Space sustainability has greatly increased in salience as a highly-discussed policy topic over the past decade. However, this growth in awareness has not always translated into definitive action to address some of the most important issues related to space sustainability. SWF Highlights Implementation of Sustainability Guidelines and Commercial Satellite Servicing Standards at UN
Executive Director Peter Martinez and Director of Program Planning Brian Weeden represented SWF at the 56th session of the Scientific and Technical Subcommittee (STSC) of the United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS), which was held in Vienna, Austria. The annual STSC meeting brings together delegations from 92 countries and 24 permanent observer organizations (including SWF) to discuss international space activities and challenges. Dr Martinez co-hosted a panel event on the implementation of the LTS guidelines and Dr. Weeden delivered a technical presentation on  the Consortium for Execution of Rendezvous and Servicing Operations (CONFERS). Evolution of U.S. National Security Space Policy and Strategy
Director of Program Planning Brian Weeden gave a presentation on the evolution of U.S. national security space policy in strategy at a symposium organized by the Japanese Ministry of Defense. The Symposium brought together more than 50 officials from various Japanese government ministries, industry, and academia to discuss current issues in national security space.

SWF Contributes to GEO Programme Board
Director of Space Applications Krystal Wilson represented SWF at the 12th GEO Programme Board meeting in Geneva, Switzerland. The group discussed a variety of issues including plans for GEO‐XVI Plenary and 2019 Ministerial and efforts to create the 2020-2022 GEO Work Programme. The group made final plans for the GEO Data Technology Workshop to be held in Vienna, Austria from April 23-25, 2019. The workshop will focus on exploring how to best make available Earth observations-based knowledge for international policy frameworks.

SWF Supports the International Space University 2019 Southern Hemisphere Space Studies Program
Space Law Advisor Chris Johnson served Team Project Chair at the International Space University (ISU) 2019 Southern Hemisphere Space Studies Program in Mawson Lakes, Adelaide, Australia, held in conjunction with the University of South Australia. Mr. Johnson headed the Space2030 Team Project, aimed at analyzing the uses of space technologies and capabilities for the Global South, and in furtherance of both the UN Sustainable Development Goals and the Space2030 Agenda within the COPUOS.

SWF Participates in MILAMOS Workshop VI in Montreal, Canada
Mr. Johnson participated in the sixth meeting of the Manual on International Law Applicable to Military Activities in Space (MILAMOS) Project, held in Montreal, Canada. Mr. Johnson is a rule drafter for various rules on the law applicable to military activities in outer space. This conference, entitled MILAMOS Workshop VI: Rule-Drafting and Consensus-Forming workshop, focused on the laws applicable to peacetime and rising-tension pertaining to military activities in outer space. The MILAMOS project aims to conclude its work in 2019, with the publication of the MILAMOS manual thereafter.

SWF Participates in International Symposium on the Stable Use of Outer Space in Tokyo
Executive Director Peter Martinez delivered an invited keynote address on international space sustainability guidelines at the International Symposium on the Stable Use of Outer Space, organized by the National Space Policy Secretariat, Cabinet Office of the Government of Japan. Director of Strategic Partnerships, Tiffany Chow, was also in attendance.

SWF Participates in the Woomera Manual Plenary Workshop in Lincoln, Nebraska
The Woomera Manual on the International Law of Military Space Operations held its second workshop in Lincoln, Nebraska. The workshop brought together a group of international legal experts and technical advisors to discuss how international law applies to military space activities. The workshop is the second in a series to develop a Manual by 2021. Dr. Weeden is participating in the Woomera Manual as a technical advisor.
